Generally, you are not required to hire an attorney.  But the laws that govern Intellectual Property are complex and an attorney will be able to help you navigate through them.  For example, an attorney will be able to discuss with you the risks and repercussions involved in disclosing your invention publicly before filing a patent application.

If you wish to seek IP protection in a foreign country, Cao IP would work with a foreign associate licensed to practice in that country.  This will help ensure compliance with the IP laws of that particular country.
